NOTICE TO MOTORISTS, BUSINESSES AND RESIDENTS Jan 12, 2009

SNOW
The average snowfall in Nelson is 292 centimetres or 9’ 7". This varies in different areas of the City, lower in Fairview and higher in Uphill and areas of Rosemont. We have a snow plan that allows us to provide a safe route for motorists and pedestrians in the City.

Since we can not economically justify the cost of removing all snow accumulation on every street, our snow plan is based on a priority system.

Priority #1
This priority includes both emergency routes and bus routes. This system of streets provides a plowed street within two or three blocks of all areas of the City. During heavy snowfall this would be the only route plowed until the snow stops.

Priority #2
All remaining residential streets beginning with the up/down streets (Ward, Josephine) then the cross streets (Gore, Innes).

Priority #3
Our third priority includes all dead end streets. A dead end street is a street with no exit and is generally narrow and steep requiring a loader to first plow then the sand truck to back up and sand going out. There are 29 dead end streets in Rosemont, 28 in Uphill/Downtown and 21 in Fairview for a total of 78 dead end streets. PLOWING AND SANDING
This includes equipment, labour and material to plow and sand 67 kilometres of City streets. Based on an average of two travel lanes and one parking lane per block, we plow and sand 201 kilometres of roadway. The equipment for this program is 4 units - these are single axle trucks complete with rear sanding units and under body plows.



REMOVAL
Snow that can not be plowed onto boulevards in various areas of the City must be loaded and hauled away. Attached is a plan showing areas in the downtown business area we load and haul snow between the midnight shift and early shift, while all other areas are completed on day or afternoon shift.

This program windrows snow, which is then loaded with the blower into our three tandem trucks. The snow is dumped CP Rail lands or the hole at the end of Lakeview Crescent.

SIDEWALKS
This program includes plowing the approved sidewalk route and cleaning steps that are part of our sidewalk system. The approved sidewalk route is 20 kilometres of the total 55 kilometres of sidewalks in the City. This route is a series of sidewalks that gives pedestrians a plowed route to walk to all areas of the City.

WIDENING
This account is used to push the windrows of snow on to adjacent boulevards. This is accomplished using 3 loaders equipped with blades and one loader with a snow blower.

LOADER ROUTES
We have divided the City into three areas for special attention by our loaders, these are dead ends, steep and narrow streets. All these areas are cleaned prior to sanding:

SANDBOXES
We have 46 sandbox locations throughout the City, these are located on steep and dead end streets which are low priority. We maintain and fill with sand throughout the winter.

STAIRS
All stairs are part of the sidewalk system and are cleaned and sanded by our day shift crew. A plan is attached showing these locations.
